problem with playstation store

I have a ps3 and everytime i try to access playstation store, all I get is a blue screen with the playstation store logo, a search option, and a cart at the top.  I can't access any of these options and would lie to know why.  I've had this problem for several weeks and didn't really pay too much attention to it since it has happened before and corrected itself in the past.  Please inform me if there is an answer I am missing.
