KEY POINT: card information not voild.I'm having this problem about few weeks.
I just got something new "maybe helpful" information
tech support says: the name and address in the profile of your PSN must be exactly mach your card information which you want to use to make payment, and the card information in your wallet must exactly match the information in your bank.
about paypal,if you want to use paypal, your paypal name and address must be match your PSN information.
We need to very careful on "Road,ROAD,road,Rd and RD", "North,N,north and n" and other possible mistakes,even one more "space" could cause " missed charge" also "upper case" or " lower case" need to be really careful.
I just modified my information, after this tech support want me to wait 24 hours and try again..They believe this will help
